Joe Biden’s American Job’s plan may be delayed due to a lack of complete local records which would identify the source of lead pipes. In order to reduce the amount of lead in drinking water, utilities are required to replace some of their led pipes every year. Last year, the Trump administration proposed an update to the lead and copper rule that would reduce the amount of lead pipes utilities had to replace from 7% to 3%. This update would also make utilities responsible for their own inventories, which may be a large task involving digging into old records and even into the ground in order to identify the composition of pipes and quality of service lines. There has been a lot of debate regarding whether to stick to the old plan or enforce a new one based on the limited budgets of some local water systems. However, new leadership in the EPA is pushing for change in order to eradicate this pressing public health issue.
