In B.C a law passed a few years ago that required non-domestic well-owners to obtain a water license for their well. Though a success at first, the government found that the public was not ready for this legislation. Despite staffing an entire department to process applications for water licenses, few to no applicants emerged. Well-owners were simply ignoring the new legislation, and proceeding as if nothing had changed. Later this year the deadline for applications will arrive, and thousands of well-owners continue without a proper license.
If these well-owners pass the deadline without a water license, their wells will be classified as illegal and may be shut down. In addition to these well-owners who must get a license for their established well, there are also newly made wells in need of a license. The government finds themselves in a tough situation, where the consequences of enforcing the law would irreparably damage the local economy. However, failing to enforce the law would effectively give permission to landowners to simply ignore legislation they do not like. The solution is unclear, but the B.C government will continue to prepare for catastrophe as the deadline draws near.
